Final Revision to the Risk Determination for Pigment Violet 29 Released By EPA

PV29 is highly persistent within the environment. If released into water, it does not tend to evaporate. When in the air, it does not break down in its particulate form. Additionally, it is not subject to decomposition by bacteria or other organisms.

In December 2016, PV29 was selected as one of the first ten chemicals to undergo risk evaluation under the amended Toxic Substances Control Act (TSCA). A path forward was announced in June 2021 for these chemicals to undergo TSCA risk evaluation.

Revised PV29 Risk Determination

In the final revised risk determination for PV29, the EPA utilized a whole chemical risk determination approach. With this, the Agency concluded that there are unreasonable risks to human health (in particular, to workers and occupational non-users) when PV29 is evaluated under its conditions of use (as a whole).

The EPA’s determination of unreasonable risk is associated with several key use conditions. These include:

  • Disposal
  • Industrial/Commercial Use: Merchant Ink for Commercial Printing
  • Industrial/Commercial Use: Paints and Coatings – Automobile (OEM and Refinishing)
  • Industrial/Commercial Use: Paints and Coatings – Coatings and Basecoats
  • Manufacturing - Domestic Manufacture
  • Manufacturing - Import
  • Processing: Incorporation into Formulation, Mixture or Reaction Products in Paints and Coatings
  • Processing: Incorporation into Formulation, Mixture or Reaction Products in Plastic and Rubber Products
  • Processing: Intermediate in the Creation or Adjustment of Color of Other Perylene Pigments
  • Processing: Recycling

The final determination supersedes any prior determinations for PV29 relative to individual use conditions.
