EPA Issues Final Significant New Use Rules (SNURs) for 145 Chemicals
The U.S. Environmental Protection Agency (EPA) is issuing final significant new use rules (SNURs) for 145 chemicals under the Toxic Substances Control Act (TSCA). This group represents the largest collection to be introduced since the Frank R. Lautenberg Chemical Safety for the 21st Century Act was passed.
About SNURs
SNURs are used to require notice to the EPA before chemicals (substances or mixtures) can be used in new ways that might yield concerns. If the EPA determines that a chemical's use constitutes a significant new use, parties are required to give at least 90 days’ notice (significant new use notice) to the EPA before manufacturing, importing, or processing any of the chemical substances for any activity relative to that use. The EPA must assess associated risks, make a decision on the notice, and take appropriate actions (e.g., mitigating possible risks that may be detected).
The Chemicals
The chemicals for which the 145 SNURs are being issued are shown in the table below. These rules will officially go into effect on October 21, 2019.
